Meeting Minutes

Wednesday, October 12, 2022

The regular meeting of the Mazeppa City Council was called to order at 6:00 PM by Mayor Chris Hagfors.

Pledge of allegiance was said.

Present: Mayor Chris Hagfors. Council Persons Steve Liffrig, Michael Hammes, Dustin Wiebusch, and Erica Young.

Others Present:  City Engineer Matt Mohs, Wabasha County Sherriff Patrol Sargent Keith Fratzke, Wabasha County Commissioner Brian Goihl, Jeremy Tri, Bill Hedin, and City Administrator Clerk Karl Nahrgang.

Present via electronic meeting: City Attorney Luke Lamprecht, John Clemens, and Holly Galbus of the News Record.

Motion by Young, second by Liffrig to approve the agenda and the addendum. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to approve the meeting minutes for the September 14, 2022 regular Council meeting and the October 4, 2022 combination working session and special meeting. All in favor, none opposed. Carried.

Patrol Sargent Keith Fratzke of the Wabasha County Sherriff’s Department presented the Incident Command Report for September. He stated that it was a quiet month. He was asked about the construction trucks observed to be speeding passing though on the highway 60 project and about reports of what may be automatic weapons fire near town.

Wabasha County Commissioner Brian Goihl updated the Council on the tax forfeited property within City limits.

City Administrator Clerk Karl Nahrgang read the Fire Department Report.

City Administrator Clerk Karl Nahrgang distributed the written Public Works report.

City Administrator Clerk Karl Nahrgang gave the Municipal Liquor Store report.

City Engineer Matt Mohs gave a progress report on reapplying for a stormwater planning grant, the wastewater treatment plant funding process, and a new mandate coming on lead service lines and funding to test for lead and to replace lead service lines.

City Attorney stated that since the annexation was complete with the State and the County, that a new zoning district map would need to be done.

Administrator Clerk Karl Nahrgang gave the City Hall activity report.

Brian Goihl wanted to update the County’s timeline on the tax forfeited property within the City. Use restrictions were discussed, and the possibility of the Economic Development Authority purchasing it at auction so there are less use restrictions.

Motion by Young, second by Wiebusch to approve building permits MZ20-29, 227 Highway 60 E -re-side. MZ22-30, 121 3rd Ave. SE -Furnace/AC. MZ22-31, 260 South St. SE -Furnace/AC. MZ22-32, 136 4th Ave. NE -Furnace/AC. MZ22-36, 278 Cherry St. E -Furnace. MZ22-37, 298 Aspen St. NE – Re-side, window replacement. Allin favor, none opposed. Carried.

Motion by Wiebusch, second by Liffrig to approve Resolution 2022-43 Accepting donations to the City since the September meeting from American Legion Post 588, Post 588 Color Guard, and Mazeppa Lion’s Club Donation. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Liffrig to set a Council working session to meet with Mike Bubany from David Drown Associates to discuss rate and levy planning at 6:00 PM, November 1, 2022. All in favor, none opposed. Carried.

Motion by Hammes, second by Liffrig to approve installation of a deeper water supply line and frost-free hydrant at Herb Vik field. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Liffrig to pay the bills and claims. All in favor, none opposed. Carried.

Councilperson Erica Young thanked everyone that was involved setting up and participating in the Community Market events this summer and that volunteers are already lined up to set up the ice rink.

Councilperson Dusty Wiebusch thanked the volunteers that participated in the park cleanup.

Mayor Chris Hagfors thanked the committee groups for recruiting volunteers and expressed thanks to the Mazeppa Lions, American Legion post 588 and the post 588 Color Guard for their generous donations towards improving City Parks.

Motion by Young, Second by Liffrig to adjourn the meeting. All in favor, none opposed. Carried.

Meeting adjourned at 7:12 PM.

Next meeting will be a Council working session 6:00 PM, November 1, 2022.
