Regular City Council Meeting Minutes

Wednesday, May 11, 2022

The regular City Council meeting of the Mazeppa City Council was called to order at 6:00 PM by Mayor Chris Hagfors.

Pledge of allegiance was said.

Present: Mayor Chris Hagfors. Councilpersons: Erica Young, Dustin Wiebusch, Mike Hammes, and Steve Liffrig.

Others Present:  Wabasha County Sherriff Rodney Bartsch, Chief Deputy Jim Warren, City Attorney Luke Lamprecht, City Engineer Matt Mohs, Elizabeth Deming from Lamprecht Law Office, Bob Josselyn, Tim Sanborn, and City Administrator Karl Nahrgang.

Motion by Hammes, second by Young to approve the agenda and addendum. All in favor, none opposed. Carried.

Motion by Hammes, second by Liffrig to approve the April 13, 2022 Regular City Council meeting minutes, April 23, 2022 Council quorum minutes, and the April 27, 2022 reconvened meeting/reconvened LBAE hearing minutes. All in favor, none opposed. Carried.

Wabasha County Sheriff Rodney Bartsch presented the Incident Command Report for April. He told the Council that he was not seeking re-election. He plans to make at least one more in person visit to the Council by the end of the year. He discussed the changes in local policing for Mazeppa during his time with the Sherriff’s Department.

Administrator Clerk Karl Nahrgang read the Mazeppa Public Works report, the Mazeppa Volunteer Fire Department report, and the Municipal Liquor Store report.

City Engineer Matt Mohs gave an engineering summary.

 

Motion by Hammes, second by Young to approve the School District parking lot plan submitted by Larson Engineering. All in favor, none opposed. Carried.

Administrator Karl Nahrgang gave the City Hall activity report.

Motion by Young, second by Wiebusch to approve Building Permit MZ22-03, 163 South St. – Re-roof. MZ22-04, 129 Maple St. NE – Re-roof. All in favor, none opposed. Carried.

Motion by Young, second by Liffrig to approve Resolution 2022-23 Approving Preliminary Plat for Scenic Heights Replat 6. All in favor, none opposed. Carried.

Motion by Young, second by Wiebusch to approve Resolution 2022-22 Approving off-site temporary liquor license to Mazeppa Municipal Liquor to cater event at the Mazeppa Community Center. All in favor, none opposed. Carried.

Presentation by Mazeppa Lion’s Club member Tim Sanborn on replacing Lion’s Park sign. Several community service organizations have pledged funds toward purchase.

Motion by Young, second by Wiebusch to approve purchase of new sign for Lion’s Park up to a total project cost of $19,000 from Schad-Tracy signs. All in favor, none opposed. Carried.

Motion by Wiebusch, second by Young to accept quote of $7581 from Valley Electric to install lights at basketball court at City park near the school. All in favor, none opposed. Carried.

Motion by Hammes, second by Liffrig to accept quote of $6586 from Valley Electric to replace fluorescent lights in Mazeppa Community Center Hall with LED lighting. All in favor, none opposed. Carried.

Motion by Young, second by Wiebusch to set a special Council meeting to consider Final plat for Scenic Heights Replat 6. All in favor, none opposed. Carried.

Motion by Young, second by Wiebusch to approve a survey to determine the right of way edge along the east side of 3rd Ave. NE/SE from Highway 60 to Maple St. and the east side of 2nd Ave. NE from Cherry St. to Walnut St. All in favor, none opposed. Carried.

Motion by Hammes, second by Liffrig to pay the bills and claims. All in favor, none opposed. Carried.

Council thanked Dan Nelson and Jim Glander for the work on the riverbanks in Walking Bridge and Herb Vik parks.

Council thanked the volunteer group put together by the Parks and Recreation committee for the cleanup of Herb Vik park.

Motion by Younge, second by Liffrig to recess the meeting until Saturday, May 14, 2022 at 08:30 AM for the Cleanup Day event. All in favor, none opposed. Carried.
