Meeting Minutes
Tuesday, October 4, 2022
The working session and special meeting of the Mazeppa City Council was called to order at 6:00 PM by Mayor Chris Hagfors.
Pledge of allegiance was said.
Present: Mayor Chris Hagfors. Council Persons Michael Hammes, Dustin Wiebusch, and Erica Young.
Others Present: City Administrator Clerk Karl Nahrgang, City Engineers Matt Mohs and Jake
Pichelmann from Bolton and Menk, Todd Cordes, and Travis Liffrig.
Present via electronic meeting: Robert Josselyn and John Clemens.
Absent: Councilperson Steve Liffrig.
Motion by Hammes, second by Young to approve the agenda. All in favor, none opposed. Carried.
Project engineer Jake Pichelmann of Bolton and Menk presented a design drawing of the proposed WWTP lay out. He explained the process of how the proposed plant will process wastewater differently than the current plant.
Mr. Pichelmann answered Council questions on location, access, differences in process, and the process of how it would be built, phased in to use, and the current facility deactivated and demolished.
Matt Mohs of Bolton and Menk gave an update in the finance process. He stated that the total project for collection system and treatment facility replacement would be a total of $18 million. This would be paid for with a combination of grants from USDA Rural Development, Public Facilities Authority Point Source Implementation Grant and by low interest loan financing. Each source would provide about 1/3 of the total funding. The City does have to arrange for interim funding, but organizations such as Rural Water (of which the City is a member) works with institutions to provide such services.
Mr. Mohs also pointed out that USDA RD and PFA are on different grant cycles, so the City will have to choose to wait for the USDA grant to be approved before doing the engineering work for PFA and then wait for that grant cycle to complete, or move forward with the engineering to be submitted to PFA so that plan submissions are in to both funding agencies to be eligible for grant awards to get the project started sooner. A decision to move forward would need to be made in November 2022 for there to be enough time to complete the project engineering for submission to PFA.
Mr. Mohs also mentioned that State and Federal mandates on lead service lines will be coming soon, along with funding to create data on how many lead lines may be in use in the community and create a replacement plan.
The Special Meeting item allocating funds to pay for a portion of the pavement for the GaGa pit structure at the park next to the school. Zumbrota Mazeppa Schools has agreed to pay for 50% of the cost of the pavement base.
Motion by Wiebusch, second by Young to approve a quote of $6906 from Durst Outdoor services for the asphalt base for the GaGa pit to be constructed at the City’s park located next to the school. All in favor, none opposed. Carried.
Motion by Young, Second by Wiebusch to adjourn the meeting. All in favor, none opposed. Carried.
